The first time I came to Norrtälje 7 years ago it was a hard sell. The weather was not so nice and the demolition of the huge storage silos was in progress between 7am and 7 pm. It was noisy, very noisy. The old town was pretty, but clouds and rain made it less attractive.
The huge Raiffeisen-Lagerhaus silos have been replaced by two large tower blocks for flats (not unattractive despite their size) and the rest of the town has been spiced too. It seems to work, judging by the number of people visiting, shopping and eating out.
